Five office staff (two full time and three part time) administer the Parish Council and six members of the grounds team (all full time) are responsible for maintaining our local Parish.

In addition to the Full Council, the Parish Council operates through its three committees:  Planning & Highways, Community Assets & Open Spaces and Finance & General Purposes. WROUGHTON'S NEIGHBOURHOOD PLAN

Wroughton’s Neighbourhood Plan was produced after consultation with residents, local businesses and organisations, Swindon Borough Council, potential developers and a number of statutory agencies.

 

The draft Plan was published in September 2014 and following consultations and independent inspection was updated and formally adopted by Swindon Borough Council on 14 July 2016. Wroughton’s Neighbourhood Plan is now a recognised planning document to be used when allocating development sites in the parish.

 

Residents voted overwhelmingly in favour of the Wroughton Neighbourhood Plan at the referendum on 9 June 2016. The turn-out of just over 40% is one of the highest turnouts in the country for a Neighbourhood Plan with 87.5% of the electorate voting in favour of its adoption.

 

A key objective is for Wroughton Parish Council to review the Neighbourhood Plan progress once every three years with the view to act urgently and appropriately on the findings. Wroughton Parish Council have initiated the review period by creating a document which aims to evaluate the success, failures, future implications and considerations of the plan.

Information about Community Infrastructure Levy (CIL)

 

Time Limits for Spending CIL
Parish and town councils must spend their allocated CIL funds within 5 years of receipt. If the money is not spent within this period, it may be reclaimed by Swindon Borough Council under CIL Regulation 59E.

 

Reporting Requirements
To ensure transparency and accountability, parish councils must publish a CIL Annual Report (also known as a CIL Annual Return) by 31st December each year.

This report must include:

• Total CIL received
• Total CIL spent
• Summary of projects funded
• Amount retained (if any) for future use

COMMITTEES

Finance and General Purposes Committee

The Finance and General Purposes Committee meet monthly and deal with all financial aspects of the council. They are responsible for reviewing the financial accounts and the quarterly review of the councils budget. In addition they are responsible for staff appointments including salary reviews, new leases and the renewal of existing leases, the organisation of the Annual Remembrance Day Service and any other matters of a financial nature.

Planning & Highways Committee

The Planning & Highways Committee generally meets fortnightly. Committee membership is open to all Members of the Council. Wroughton Parish Council is a statutory consultee for any planning applications made to Swindon Borough Council (which is the Local Planning Authority). The Committee responds to consultations on behalf of the Parish Council in respect of planning applications and planning policy documents.
Responsibility for highways sits predominantly Swindon Borough Council as the Local Highway Authority however the committee can consider and respond to any concerns raised by residents relating to highways by escalating them to Swindon Borough Council and lobbying for improvements on behalf of residents.

Community Assets & Open Spaces

The Community Assets Committee & Open Spaces Committee generally meets monthly. Committee membership is open to all Members of the Council. They manage the community buildings at the Weir Field, Maunsell Way, Wharf Road and other buildings owned or leased by the Parish Council including the Workshop at Wroughton Business Park. The committee also deals with matters relating to the open spaces within the parish. They are responsible for all the vehicles and machinery owned by the council,  the maintenance of the play areas which also includes inspections, the maintenance of grass verges and administering the litter bins and dog waste bins. They determine charges for use of the sports facilities and the allotments. In addition the committee is responsible for the Footpaths Working Party, the Allotment Working Party, and the Play Area Working Party.
